Bob Koch has 33 years of management experience with the City of Chico, California, where he held department head positions in human resources, risk management, and general administration. His responsibilities included program administration, personnel recruitment and testing, labor relations, grant writing, board and commission training and development, insurance and safety programs, and the development and administration of the City's public art program.

He holds a Master's Degree in Public Administration and a Bachelor's Degree in Economics, both from California State University, Chico. Bob lives in Chico and now works as a consultant.
